Should Portland authorize use of disparity studies to inform and support minority contracting opportunities?

The City of Portland ordains.Section 1. The Council finds:Equitable access to contracting opportunities is essential for fostering an inclusive economy that reflects the diversity of Portland’s residents. The Oregon 2023 Disparity Study, conducted by the BBC Research and Consulting Services, provides one example of data and research identifying disparities in contracting opportunities across the State of Oregon.Additional data and information are provided by the Port of Portland Small Business Program Disparity Study conducted by Collet Holt and Associates in 2018. A similar study being conducted by Keen Independent Research is currently underway and is expected to be released this year.These and other research studies provide comprehensive data and analysis regarding disparities in contracting and procurement practices affecting small businesses within the state especially minority and women owned enterprises.The purpose of this ordinance is to confirm that the City of Portland will utilize the data, information, and findings from these studies to inform and support initiatives aimed at increasing contracting opportunities for minority-owned businesses, promoting equity, addressing systemic disparities in city contracting practices, and providing equal business opportunities for all.NOW, THEREFORE, the Council directs:The City of Portland is hereby authorized to utilize the State of Oregon 2023 Disparity Study, the anticipated Port of Portland’s disparity study report, and similar studies as key resources in evaluating, planning, and implementing contracting policies and programs that benefit minority, women, and emerging small business contractors.
