The Council finds:Equitable access to contracting opportunities is essential for fostering an inclusive economy that reflects the diversity of Portland’s residents. The Oregon 2023 Disparity Study, conducted by the BBC Research and Consulting Services, provides one example of data and research identifying disparities in contracting opportunities across the State of Oregon.Additional data and information are provided by the Port of Portland Small Business Program Disparity Study conducted by Collet Holt and Associates in 2018.
