The Portland Insights Survey takes place every two years and is a collaborative effort between the City and Portland State University’s Regional Research Institute for Human Services. The survey assesses community experiences, priorities, and perceptions of City services — and ultimately informs policy and budget decisions to better serve all communities. The 2024 Portland Insights Survey is enclosed. In addition, the Spring 2025 Budget Engagement Summary was collected in March and April of 2025. It includes a summary of the feedback received as well as the full set of comments collected via three avenues:Comments received through the website budget comment and testimony form between March 1 and April 11, 2025.Testimony provided at the four listening sessions, both verbal and written, in March and April 2025.Written and data-based results from the Budget Reduction Exercise collected between March 18 and April 11, 2025.We appreciate Portlanders’ participation in the online comment form, listening sessions and budget reduction exercise. We also recognize that there are additional ways that Portlanders are engaging in the budget process moving forward.
