The City of Portland ordains.Section 1. The Council finds:On behalf of the City of Portland, the Portland Housing Bureau (PHB) administers affordable housing programs using resources including at times the disposition of real City owned property. In 2023, on behalf of the City of Portland, PHB purchased from the Portland Water Bureau, two parcels (R216764 & R216769) .46 acres (20,300 square feet) where the Menlo Park water tower once stood. Habitat for Humanity Portland Region owns the property to the south of the Menlo Park water tower site.The Portland Housing Bureau is requesting to authorize conveyance of this City-owned real property to Habitat for Humanity Portland/Metro East. With all three parcels, Habitat can realize their plans to develop Hazelwood Square, a new affordable homeownership development.The proposed transfer of City-owned land will deliver 22 affordable homeownership units, 100% of which will be family sized, ranging from two- to four-bedrooms. NOW, THEREFORE, the Council directs:Approve the conveyance of tax lots (R216764 & R216769) to Habitat, the transfer of which will be subject to terms, conditions, and documents executed by the City Administrator pursuant to authority established in City Code Sections 30.01.180 and 3.06.020.
