The City of Portland ordains.Section 1. The Council finds: Oregon's Statewide Planning Goal 2 requires that adjacent, and nearly adjacent, comprehensive plans be coordinated with one another.Oregon Revised Statutes, Chapter 195, provides for coordination agreements that assign unincorporated land between nearly adjacent cities to one city or another for future service provision. In 2001, the City of Portland and Multnomah County adopted an intergovernmental agreement via Ordinance 51712 to transfer land use planning responsibilities to the City of Portland within identified Urban Pockets.City of Portland and City of Gresham staff have identified errors in the presently adopted Urban Service Boundary and coordinated on the proposed amendments to the City of Portland Urban Service Boundary. The proposed amendments to the City of Portland Urban Service Boundary require parallel amendments to the City of Portland Comprehensive Plan Map, Zoning Map, and Zoning Code removing the zoning, overlay, and comprehensive plan map designations from two properties. These amendments are attached as Exhibits A-C of the Ordinance, with the recommended draft and Planning Commission recommendation attached as Exhibit D. Findings for the amendments are attached as Exhibit E. The City of Portland has coordinated with Multnomah County on the City of Gresham. Multnomah County and the City of Gresham will assign Zone and Comprehensive Plan Map designations to the two properties subject to City of Portland Comprehensive Plan and Zone Map amendments. NOW, THEREFORE, the Council directs: The effective date of the ordinance shall be March 1, 2027, in anticipation of the proposed City of Gresham and Multnomah County amendments to the Multnomah County Zoning Map and the City of Gresham Comprehensive Plan Map. Aligning the effective dates will minimize time between removal of City of Portland designations and application of Multnomah County Zone and City of Gresham Comprehensive Plan Map designations.In the event that the City of Gresham City Council and Multnomah County Commission do not approve amendments to the two properties amended by this ordinance by July 1, 2026, Council directs the Bureau of Planning and Sustainability to return to Council before March 1, 2027, to extend the effective date of the ordinance.The 2002 IGA shall be amended to transfer land use planning responsibilities from the City of Portland to Multnomah County.Amend City Code Title 33 as shown in Exhibit D.
