Should Portland amend Secondhand Dealers Code to strengthen compliance requirements and update program fees (amend Code Chapter 14B.90)?

The proposed legislation makes several housekeeping changes such as what information a permit application should include, that an application is filed for both an initial permit and at each annual renewal, and that the application includes a fee. It updates the application fee, currently set by administrative rule, for inflation and adds an annual inflation indexing factor and eliminates the "occasional" secondhand dealer category.

The reviewed sources do not clearly identify every existing policy, service, contract, or obligation that would remain unchanged.

This proposal concerns budget, taxes & finance and requires action through Portland’s public legislative process.

This legislation will increase the annual permit application fee for secondhand dealers to account for inflation, which has not been updated for a significant period of time. While there are very few "occasional" secondhand dealers, the elimination of that subcategory will result in a substantially larger impact on the fees that category previously paid. However, occasional secondhand dealer permit applications utilize the same level of resources as a full-time secondhand dealer permit application. Notices were sent to all impacted permit holders. An additional email was sent from Councilor Novick inviting impacted permit holders to a virtual town hall. Three permit businesses attended, and their feed informed a decrease in the fee increase as well as additional future improvements to the administration of the program.
