Should Portland reappoint Jill Cropp and Peggy Moretti to the Development Review Advisory Committee for terms to expire March 29, 2028?

As Mayor, I request Council confirmation of the following appointments to the Development Review Advisory Committee, each for a second 3-year term:The Development Review Advisory Committee (DRAC) is a citizen advisory body representing those with interests in the outcome of policies, budgets, regulations, and procedures that affect development review processes. Jill designs and prepares drawings, applies for land use reviews and building permits for her clients, responds to checksheets, and shepherds applications through the process. Jill’s reappointment to this Committee membership is supported by the Portland Home Builders Association (HBA). Jill occupies the Home Builders member category.Statement from Jill Cropp: I have some specialized skills and experience with complex residential infill projects that has helped PP&D improve permitting and other review processes. This improvement effort is an ongoing project, and I‘d like to continue to contribute to that as long as I’m allowed. Peggy Moretti is the retired Executive Director of Restore Oregon and has a deep understanding of issues around historic preservation. She is now doing some consulting on historic preservation and non-profit management, and is vice chair of the Portland Historic Landmarks Commission. Peggy occupies the Historic Preservation member category.Statement from Peggy Moretti: I enjoy serving as a liaison and connection between the historic preservation field/community and the development community. Reusing existing buildings should be an important component of "development" strategy to achieve the City's housing, sustainability, equity, and livability goals and I would love to see greater collaboration and intersection between reuse / rehabilitation and new construction. The reappointments of Jill Cropp and Peggy Moretti to DRAC will ensure the continuation of their unique perspectives and contributions to Portland’s permitting and development review processes. Jill’s development experience and focus on ongoing improvements, along with Peggy’s commitment to historic preservation and the reuse of existing structures to meet housing goals, play key roles in the committee’s work to improve the city’s development review code, policies, and processes. I recommend that Jill Cropp and Peggy Moretti be appointed to the Development Review Advisory Committee for second terms dated March 30, 2025 through March 29, 2028.
