Reappoint a member to the Cully TIF District Community Leadership Committee and appoint new members to the 82nd Avenue Area and Sumner-Parkrose-Argay-Columbia Corridor TIF District Community Leadership Committees.Community Leadership Committees (CLC) advise City Council, Prosper Portland Board, Prosper Portland staff, and City staff on the implementation of its respective TIF District Plan, providing essential guidance, public recommendation, and implementation oversight. These Committees are public bodies pursuant to Oregon Revised Statutes Chapter 192. As outlined in the Governance Charter, each CLC consists of thirteen (13) positions. All members must either live, work, worship, have children enrolled in school, or have been displaced from within the TIF District boundaries.

Community Governance Charters were adopted as part of the 82nd Avenue Area, Cully, and Sumner-Parkrose-Argay-Columbia Corridor (SPACC) TIF District Plans. These charters established district-specific Community Leadership Committees (CLC) and outlined co-creation expectations and accountability mechanisms. Each Committee's purpose is to advise Prosper Portland and City staff, the Executive Director of Prosper Portland and the Director of the Portland Housing Bureau (PHB), the Mayor and the City Administrator's office, the Portland City Council, and the Prosper Portland Board of Commissioners on the implementation of the TIF Plan by providing essential guidance, public recommendations, and oversight of the implementation of the TIF Plan.The processes outlined emphasize collaborative idea generation and equitable participation. They are rooted in mutual respect, shared understanding, accountability, and acknowledgment of the diverse perspectives, power, and expertise that each partner brings to the table. Meaningful co-creation requires transparency, open communication, technical support, and ongoing assessment of community needs and priorities throughout the life of each TIF District.The CLCs will play a vital role in each TIF district's implementation. The CLCs will foster continued engagement, offer guidance, and help ensure that the implementation of the TIF Plans reflects the voices, insights, and priorities of district residents and stakeholders.

TO THE CITY COUNCIL:​On November 16, 2022, through Ordinance 191071, City Council approved the Cully Tax Increment Financing (TIF) District Plan. On October 30, 2024, through Ordinances 191936 and 191938, City Council approved the 82nd Avenue Area and Sumner-Parkrose-Argay-Columbia Corridor (SPACC) TIF Plans.Each TIF Plan includes a Community Governance Charter (Charter) that creates a Community Leadership Committee (CLC). The Charters articulate CLC responsibilities, namely, to advise City of Portland and Prosper Portland staff, Mayor, City Administrator, City Council, and the Prosper Portland Board of Commissioners (Board) on the implementation of the TIF Plan by providing guidance, public recommendations, and oversight of the City's and Prosper Portland's implementation of the TIF Plan. Sky has worked at NAYA for more than eight years in progressive leadership roles, including Community Development Manager and Business Innovation Coordinator. Prior to NAYA, Sky worked at Fisher Investments as a Research Associate on the Capital Markets Innovation team, where he produced market and portfolio analysis to support firmwide investment strategy. Sky holds a Bachelor of Science in Economics from the University of Minnesota–Twin Cities. Sky Waters Statement of InterestI want to continue serving on the Cully TIF Community Leadership Committee to carry forward the goals, values, and community priorities that shaped TIF from the start. I have been part of this process since its inception, and as these dollars are invested, I want to ensure they remain aligned with the original vision and create long-term benefits for the Cully community.Renata Chmielowski-Wakeley BioRenata Chmielowski-Wakely has been a Montavilla resident since 2004 and can't think of a better way to contribute to the success of the 82nd Avenue TIF area than to serve in this role alongside the many partners, businesses, residents and fellow committee members who are invested in its future. Renata Chmielowski-Wakeley holds a Bachelor of Arts in Community, Environment, and Planning from the University of Washington and a master's in Planning, Public Policy and Management from the University of Oregon. She has worked in Community and Economic Development for over 20 years and is a graduate of the Oregon Economic Development Association (OEDA) Certified Economic Developer Program and currently serves on Oregon City/County Management Association (OCCMA) committees and the Strategic Economic Development Corporation (SEDCOR) Board of Directors. Renata Chmielowski-Wakeley Statement of InterestRenata is excited about interacting and learning about the needs and opportunities to support businesses, residents and service providers on 82nd Avenue, helping to drive this unique TIF and ensure we are protecting our current character and history while also helping it grow. She wants to bring her lived experience in the neighborhood to play a supportive role, seeing the area's potential and wanting to support its growth and development over the next 5 to 20 years. Victor Roehm III BioVictor Roehm III is a partner at Snell & Wilmer and focuses his practice on commercial and public finance, corporate transactions, and real estate matters. He represents financial institutions and borrowers in secured and unsecured lending transactions, including syndicated credit facilities, real estate and construction loans, and renewable energy and healthcare financings. Victor also advises clients on loan workouts, restructurings, foreclosures, discounted payoffs, and deeds-in-lieu of foreclosure. His public finance experience includes serving as bond counsel, underwriters' counsel, bank counsel, borrower's counsel, and issuer's counsel on tax-exempt bond financings as well as advising clients with respect to public private partnerships and economic development transactions. Victor also represents businesses in entity formation, restructuring, mergers and acquisitions, and real estate acquisitions, sales, and leasing. He has particular experience serving clients in the highly regulated healthcare and energy sectors.Victor Roehm III Statement of InterestAs an attorney, I have formed or advised numerous TIF Districts during my career outside of the State of Oregon-including the tax increment financing area for the development of the Vancouver Waterfront and advising a developer in connection with the Arena District in Columbus, Ohio. I'm very excited about the prospect of being involved with a TIF District that is very near where I live-I routinely run through the business district down Sandy Boulevard and I serve on the Board of the Columbia Corridor Association which serves the area. I also previously participated in the Parkrose-Argay Development Study related to the proposed the development of the Rossi, Guisto and Garre family properties.
