Appropriate grants from the State of Oregon Transportation Safety Office and from Oregon Impact for a total of $322,555 to increase traffic safety

This ordinance allows the City to appropriate grant funds recently awarded by The State of Oregon's Transportation Safety Office and Oregon Impact to address traffic violations, traffic officer training, and to offer important Driver Education classes. The Traffic Safety Training grant will allow the Portland Police Bureau (PPB) to pursue innovative and important training opportunities for traffic officers to increase their understanding of new traffic laws and new approaches to traffic safety. The Driver Education Grant will provide funding for the Portland Police Bureau to provide driving instruction and traffic safety training to Portlanders who speak English as a second language or have limited English proficiency. The DUII HVE grant will help PPB address traffic violations involving the use of intoxicants. The DD HVE grant will help PPB address instances of traffic incidents related to distracted driving. The Speed HVE grant will allow PPB to address instances of speeding. The SB HVE grant will help PPB increase its efforts to reduce the number of safety belt and child safety seat violations across the City.

Traffic safety impacts all Portlanders, whether they are drivers, cyclists, or pedestrians. Reducing the number of traffic incidents involved distracted driving, driving under the influence, and speeding will have a positive impact across the City. Reducing the number of safety belt and child safety seat violations will also save lives. Portlanders will also benefit from a more robust and well-trained Traffic Division. Finally, by offering driver education training to Portlanders who may be unfamiliar with local traffic laws, Portland Police Bureau hopes to reduce the number of traffic incidents across the City.

This action will increase Portland Police Bureau's grants fund appropriation by $322,555 for Fiscal Year 25-26. A City of Portland local match, required by these grants in the amount of $71,952.23, will be covered by budgeted PPB General Fund resources.

This action neither increases nor decreases the City's total energy use, or renewable energy use.
