This legislation is proposed to amend TRN 3.450 - Transportation Fee Schedule, to establish an $8.00 hourly event parking rate within the Lloyd Event District and Zone V Parking Permit Area. The change responds to continued event-related parking pressure in Eliot and is intended to better prioritize on-street parking for residents and their guests. PBOT's March 2026 study found Zone V reached 96% peak occupancy, with 91% of block faces at or above the 85% constrained threshold.The action would strengthen the existing Zone V permit program by using price to encourage event attendees who drive to use off-street parking around the Rose Quarter, on-street parking within the Lloyd Event District or choose other transportation options. V permit holders would continue to be exempt from paying the event rate when the district is active.This action builds on prior Council direction. Ordinance 190785, passed in 2022, authorized the Lloyd Event Parking District and directed future meter-rate adjustments to follow the Parking Management Manual and be incorporated into PBOT's Transportation Fee Schedule. Ordinance 191775, passed in 2024, authorized the Eliot Area Parking Permit Program, now Zone V, to prioritize parking for residents and their guests and manage event-related spillover. The proposed legislation therefore supports existing City parking policy and implements the rate-adjustment framework already authorized by Council rather than establishing a new policy or program.

The changes will impact event attendees and anyone parking in the Eliot neighborhood during the specified times and hours.The changes will increase parking availability for residents and their guests who have a permit.The permit program includes tiered pricing based on resident incomes to reduce the disproportional burden on residents living on lower incomes.This change will only increase the hourly rate for event goers to $8 per hour and will not change the Zone V permit rate.These changes are proposed after recurring requests from the neighborhood residents who are most impacted during events.PBOT has conducted on-going engagement with the neighborhood through attendance at neighborhood association meetings and email and phone correspondence with residents.A postcard with the proposed rate change will be shared with everyone in the neighborhood within the Zone V area.

This is a pay-to-park and parking permit program that generates approximately $720,000 ($6,000 per event on average) in meter revenue and $25,000 in permit revenue each year.The increase from $5.40 to $8.00 per hour will discourage people from parking in the neighborhood. While the hourly rate is more expensive, the reduction in people driving will effectively balance and will not generate more revenue.By Ordinance 158698 and Resolution 37564, Council acknowledged the importance of parking permit programs to be financially self-supporting.Parking permit fees and meter revenue will continue to generate revenue to cover the cost of running the program.The cost of the permit will be adjusted annually to achieve cost recovery and account for inflation.Operations and maintenance costs have been budgeted and paid through the regular on-street parking operations budget covered by gross meter revenues.There is no additional operating budget request to implement this program and, therefore, will be absorbed by our existing operating budget.

The City of Portland ordains.Section 1. The Council finds:On-street parking management is an important tool for managing parking demand, supporting neighborhood livability, reducing traffic congestion, and discouraging reliance on single-occupancy automobile trips.On April 20, 2022, City Council adopted Ordinance 190785 authorizing the Portland Bureau of Transportation (PBOT) to implement the Lloyd Event District to manage parking and transportation impacts associated with large events at the Moda Center, Veterans Memorial Coliseum, and Oregon Convention Center.Ordinance 190785 established the use of increased meter rates and extended enforcement hours as parking management tools within the Lloyd Event District and directed that future meter rate adjustments follow the Parking Management Manual and be completed through the Portland Bureau of Transportation Fee Schedule.On June 12, 2024, City Council adopted Ordinance 191775 authorizing the Eliot Area Parking Permit Program, now known as the Zone V Parking Permit Area, to prioritize on-street parking for Eliot residents and their guests and restrict parking by event attendees spilling into the neighborhood from events in and around the Moda Center and Veterans Memorial Coliseum.Ordinance 191775 authorized PBOT to evaluate the Zone V program and make changes or expansions without further Council action when supported by data, including parking demand, traffic volumes, permit utilization, and conditions in areas adjacent to the permit area.The Zone V Parking Permit Area began operating in October 2024, using time limits and residential parking permits to prioritize parking for residents and their guests during periods of significant event-related parking demand.PBOT evaluated the Zone V Parking Permit Area in 2025 and determined that the permit program was not operating effectively using time limits alone because those regulations did not sufficiently discourage event attendees from driving and parking in the Eliot neighborhood.In response to the 2025 evaluation, PBOT modified the Zone V program so that, beginning December 31, 2025, the Lloyd Event District expanded into the Zone V Parking Permit Area. When the Lloyd Event District is active, motorists without a Zone V permit are required to pay to park, and Zone V parking restrictions operate during the days and hours in which the Lloyd Event District is active.The combination of the Lloyd Event District and Zone V Parking Permit Area serves complementary purposes. The Lloyd Event District uses parking pricing to discourage event-related automobile trips and manage parking demand, while the Zone V Parking Permit Area prioritizes on-street parking for Eliot residents and their guests.The TRN 3.450 - Transportation Fee Schedule, Exhibit A currently establishes an hourly rate of $5.40 for "Event Parking – Moda Center/Convention Center." That rate currently applies both within the Lloyd District and within the portion of Eliot where the Lloyd Event District overlaps the Zone V Parking Permit Area.Parking within the Zone V Parking Permit Area serves a predominantly residential neighborhood immediately adjacent to major event venues. PBOT finds that applying a higher event parking rate within the portion of the Lloyd Event District and Zone V with the highest demand will better discourage event attendees from seeking lower-cost parking in Eliot, reduce event-related parking demand, and further the purpose of prioritizing available parking for Eliot residents and their guests.Off-street parking facilities in and around the Rose Quarter generally charge substantially higher rates during major events, creating an incentive for event attendees to seek less expensive on-street parking in nearby residential areas.Recent data collection indicates a peak parking occupancy rate of 96%. Consistent with the guidance provided in the Parking Management Manual, the parking rate for visitors and event attendees should be $8 per hour to support parking objectives, including managing parking demand and reducing traffic congestion. This hourly event rate will also reduce the price differential between neighborhood on-street parking and other event-parking options while remaining below many nearby event-parking prices. This rate will be evaluated once, and up to twice, a year based on parking occupancy.The draft N/NE Parking Management Action Plan, developed through collaboration with the Boise Parking Stakeholder Advisory Committee, Eliot Parking Task Force, neighborhood residents, businesses, and other stakeholders, identifies the area of Eliot affected by the Lloyd Event District and Zone V Parking Permit Area as requiring additional flexibility to manage event-related parking demand.The draft N/NE Parking Management Action Plan recommends that, upon future Council adoption of that plan, a Restricted Event Area be established in Eliot where residential parking permits and higher hourly parking rates can work together to prioritize parking for residents and further reduce demand from event attendees.Establishing a separate Event Parking – Eliot/Zone V fee classification at this time provides an interim pricing strategy consistent with the direction contemplated by the draft N/NE Parking Management Action Plan without adopting that plan or establishing a new Parking Area Management Plan under Portland City Code Chapter 16.35.If Council adopts the N/NE Parking Management Action Plan in the future and establishes a Restricted Event Area, PBOT may return to Council as necessary to revise the Transportation Fee Schedule, geographic description, terminology, or applicable rates to the adopted plan.The Bureau's level of confidence in the cost estimates for this project is moderate. The cost estimates are conservative and based on 2026 parking data from this neighborhood and current payment compliance levels.NOW, THEREFORE, the Council directs:TRN 3.450 - Transportation Fee Schedule, Exhibit A – Parking Fees, Rates and Charges, is amended to establish the following parking rate, and attached as Exhibit A:Event Parking – Eliot/Zone V $8.00The Event Parking – Eliot/Zone V rate shall apply only when the Lloyd Event District is active and only to pay-to-park public parking spaces located within the geographic area where the highest demand is located within the Lloyd Event District and Zone V Parking Permit Area, as shown in Exhibit B.The existing "Event Parking – Moda Center/Convention Center" rate established in TRN 3.450 shall continue to apply to the remaining pay-to-park public parking spaces within the Lloyd Event District.Future rate adjustments will be completed as part of the annual budget process included in the Portland Bureau of Transportation Fee Schedule.
