The City of Portland ordains.Section 1. The Council finds:Purpose of the Pay and Park program is to ensure that the regulation of parking at Pay and Park and Non-Pay private parking facilities is applied objectively with proper notice; and to protect fairness and convenience for the parking public.There are currently 11 open Pay and Park program accounts with approximately 164 permitted lots.The Pay and Park program accounted for 32% of Regulatory Program Revenue in the 2024-2025 fiscal year.There has been a 50% increase in the Consumer Price Index since the Pay and Park permit fee was last changed in 2009.NOW, THEREFORE, the Council directs:Amend City Code Chapter 7.25 as shown in Exhibit A.This Ordinance shall be in full force and effect January 1, 2027.
