The City of Portland ordains.Section 1. The Council finds:Portland City Code 3.020.010(C) provides that regular Council meetings will be held "...at least two times per calendar month..." and that "Council may adopt a schedule by ordinance."Ordinance 192094, passed by Council on September 3, 2025, provides the current Council meeting schedule: "[o]n the first, second, fourth, and any fifth Wednesday of each month beginning at 9:30 a.m." and "[o]n the third Wednesday of each month beginning at 6:00 p.m." with provisions for recessed continuations on Thursday afternoons and disposition of incomplete items in evening meetings.During the 2026 budget process between the release of the Mayor's Proposed budget and the passage of an Approved, it will be a benefit to Council to maintain a steady and predictable schedule of budget-related work sessions. To do so will require adjustments to regularly scheduled Council meetings.NOW, THEREFORE, the Council directs:On April 29, May 6, and May 13, 2026, City Council will hold regular meetings from 2:00 p.m. to 5:00 p.m.Between April 21 and May 19, 2026, standing policy committee meetings except the Committee of The Whole will be suspended from their regular schedule. Such committee meetings may be re-scheduled during that time at the discretion of Committee Chairs in consultation with the Council President.Council will convene as the City of Portland Budget Committee to receive the budget message and budget document, per ORS 294.426, on April 21, 2026 at 9:30am. Council will convene as the Prosper Portland Budget Committee to receive the budget message and budget document on April 21, 2026 at 3:00pm.Council will hold a regular meeting beginning on May 18, 2026 beginning at 9:30am, during which it may convene as Budget Committees for the City and Prosper Portland. Recessed sessions of this meeting will be held at 9:30am on May 19, 2026, and 9:30am on May 20, 2026. Section 2. The Council declares that an emergency exists due to necessity for this Ordinance to be in force by April 21, 2026; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
