Amend Parking Space Reservation Code to allow for flexibility in the distribution of responsibilities (amend Code Section 16.20.460)

The City of Portland ordains.Section 1. The Council finds:Parking Enforcement officers currently manage the installation of temporary "no parking" signage in metered areas, diverting their attention from their primary enforcement duties. By reallocating this task to Temporary Street Use Permitting staff, the city can better utilize its resources and streamline operations.Embedding the installation of signage within the team that is already responsible for issuing permits ensures a more seamless process. Staff will have direct knowledge of the requirements and process for each permit, enabling more accurate and timely placement of signage, leading to a better experience for applicants.Changing the language to allow the permittee the option (rather than a mandate) to place the parking reservation devices in non-metered areas provides applicants with more flexibility, giving them the choice to handle signage installation themselves or rely on city staff. This change offers applicants greater control over their process, while still allowing the city to mandate signage installation by city staff in certain situations where it is deemed necessary, such as in complex or high-traffic areas. This ensures both efficiency and consistency in managing temporary street use permits.NOW, THEREFORE, the Council directs:Amend City Code Section 16.20.460 as shown in Exhibit A.
