Establish new City Council committees

WHEREAS, Council finds that committees are a critical method to develop legislation and receive public input on policy proposals; andWHEREAS, the intent of Council is to continue a committee system that allows Councilors to address key questions about our City's future, advance the City's core values, address our community's priorities, provide oversight to City operations, and promote meaningful public engagement that includes all Portlanders; andWHEREAS, the intent of Council is to reduce the number of committees to promote more efficient and effective use of Council resources, by reducing committee assignments for each Councilor, allowing longer committee meetings, and providing the option to convene Council leadership including Committee Chairs without violating quorum; andWHEREAS, the intent of Council is to allow the public alike greater capacity to engage with Council activities by clarifying the relationship between committees and the City functions they legislate, advise, and oversee; andWHEREAS, Sec. 2-111 of the Charter of the City of Portland provides that Council shall determine its own rules of procedure and may establish committees and subcommittees; andWHEREAS, Portland City Code (PCC) Subsection 3.02.050 A. provides that Council, by resolution, may form or terminate committees to assist Council's legislative functions; andWHEREAS, PCC Subsection 3.02.050 A. provides that by resolution, the Council establishes the subject matter and duties, and affirms the membership and leadership of each committee; andWHEREAS, PCC Subsection 3.02.050 B. provides that committees have the duties delegated to them by Council resolution, and that committees are advisory in nature and make recommendations to Council on matters referred to them; andWHEREAS, PCC Subsection 3.02.050 C. provides that committees must be composed of less than a quorum of Council unless organized as a Committee of The Whole;NOW, THEREFORE, BE IT RESOLVED the following standing Portland City Council Committees are terminated effective March 30, 2026: Transportation and Infrastructure CommitteeFinance CommitteeGovernance CommitteeArts and Economy CommitteeHomelessness and Housing CommitteeCommunity and Public Safety CommitteeClimate, Resilience, and Land Use CommitteeLabor and Workforce Development CommitteeBE IT FURTHER RESOLVED that the committees of the Portland City Council, including their duties, subject matter, membership, and leadership, are established as provided in the attached Exhibit A; andBE IT FURTHER RESOLVED that the committee structure provided in the attached Exhibit A is effective March 30, 2026.
