The City of Portland ordains.Section 1. The Council finds:The City submitted a grant application, SAP ID PL000277, to Oregon Department of Transportation Traffic Safety Office on February 5, 2026. The Oregon Department of Transportation notified the City of an Expanded Traffic Enforcement grant award to the City in the amount of $103,069, as shown in Exhibit A. The grant period is July 14, 2026 through September 30, 2026.The grant does require matching funds. Portland Police Bureau is providing matching funds using Portland Police Bureau General Fund in the amount of $25,768.This grant is intended to supplement, and not replace, existing City revenues.NOW, THEREFORE, the Council directs:The FY 2026-27 budget is hereby amended as follows:GRANTS FUNDFund – 217Business Area – PLBureau Program Expenses – $103,069

This ordinance allows the City to appropriate $103,069 in grant funds awarded by the State of Oregon's Transportation Safety Office to increase the efficiency of traffic crash investigations and to expand patrol-based traffic enforcement. The grant funds Officer training time, and associated benefits, in mobile citation and drone use; mobile citation printers and associated supplies, crash investigation drones, and a dedicated crash investigation computer. It will also streamline data collection and analysis to guide future enforcement resource deployments.

This action will increase Portland Police Bureau's grants fund appropriation by $103,069 in FY26-27. Local match in the amount of $25,768 will be covered by the PPB General Fund.
