*Adopt a supplemental budget for the Portland Housing Bureau

The City of Portland ordains.Section 1. The Council finds:The Portland Housing Bureau (PHB) has identified $20.7 million in Rental Service Office fees that need to be programmed and spent at the direction of Council as outlined in a November 22, 2025, memo to Council from the Deputy City Administrator. Ordinance 189650 requires that the Revenue Division deposit revenue from the residential rental unit registration fee into PHB's Housing Investment Fund (HIF) and that the revenue be administered by the PHB Rental Services Office (RSO) and further allows the Revenue Division to cover collection costs with fee revenue. Portland Policy FIN-3.11, which is a binding City Policy, describes the HIF's purpose as follows, "...support the City's housing initiatives, all of which serve to develop or preserve affordable housing in Portland or help low-and moderate-income individuals access affordable housing. These programs include affordable housing services and financial assistance, the Risk Mitigation Pool and fee-supported activities (e.g., administration of City limited tax abatements and system development charge waivers)". The RSO may use the funds for various uses so long as they are related to the stated purpose of the HIF. Exhibit A includes all incremental changes to the City appropriation schedule as a result of this budget amendment. Exhibit B identifies programs, projects, or activities that require appropriation adjustments or transfer or appropriation within bureau and fund budgets. This supplemental budget action only impacts the current Fiscal Year budget, 2025-26, appropriating $20.7 million. NOW, THEREFORE, the Council directs:The Fiscal Year 2025-26 Appropriation Schedule is hereby amended by adjusting appropriations to increase bureau beginning fund balance and operating expenditures in the Portland Housing Bureau by $20.7 million, with specific changes shown in Exhibits A and B.The actions amending the Fiscal Year 2025-26 Revised Budget contained in this ordinance are binding City policy.Section 2. The Council declares that an emergency exists due to the ongoing housing crisis; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
